Isolate the editorial transaction draft

A journal outage leaves a release marked published without its event. A request retry also accepts a different payload under the same request ID. Investigate transaction copies, request receipts and event creation. A failed operation must leave all state unchanged; a successful retry must return its original result. A teammate proposes the patch below. Review it against the full application contract, including unchanged code. Decide whether it is complete and safe to merge.
